The final draft of the Runnymede 2030 Draft Local Plan was agreed for Public Consultation by Runnymede Borough Council at its full Council on Tuesday 9th January 2018. This Consultation will run until Thursday 22 February 2018, after which it will be submitted to an independent planning Inspector appointed by the Secretary of State , who will examine the proposed Local Plan, may then make recommendations for changes, and finally it will be adopted.
If you have views about this Plan it is imperative that you now write in again, as only representations made at this stage and not any previous representations will be forwarded to the Inspector.
Background to the 2030 Draft Local Plan
When the Plan was first submitted for consultation in July 2016 the major development proposed in Ottershaw was a plan to take the site known as Ottershaw East (land bounded by Southwood Ave, Brox Rd and Bousley Rise) out of the Green Belt and allow the building on it of up to 510 houses. Ottershaw residents led by the Ottershaw Society and others campaigned vigorously against such an over development of Ottershaw, increasing its
housing by over 30%, and changing the character of a small village. It was also proposed to take land out of the green belt in areas just outside Ottershaw at Bittams Lane and in Rowtown. Over a thousand of you responded on all of the Runnymede proposals.
Other developers also had designs on Ottershaw and surrounding area and submitted development proposals for Fairoaks Garden Village (in both Surrey Heath and Runnymede Boroughs) Upper Ottershaw (Christmas Tree Farm), Great Grove Farm and Woodham New Town (in Woking Borough). It must also be remembered that developments already underway at the old DERA site in Longcross is also proposed for removal from the Green Belt and will add over 1,700 dwellings near to Ottershaw.
In May 2017 Runnymede BC then produced a Local Plan issues and Options and Preferred Approaches document which they consulted on until June 2017.This included the removal from the Green Belt of the whole of St. Peter`s Hospital site. Again many of you wrote in about these amended proposals.
Final 2030 Draft Local Plan
So now the final draft plan has emerged and of particular importance to Ottershaw residents are the following points:
- The end date of the Plan has been reduced by 5 years, from 2035 to 2030, presumably in order to meet Government target housing numbers
- A new area “The Field” has been added to the Ottershaw East site. This is at the back of Southwood Avenue linking Ottershaw East to the Brox End Nursery site.
- Ottershaw East is still to be taken out of the green belt, now with 230 dwellings proposed, together with the addition of a SANGS (Suitable Alternative Natural Green Space) site, space for a new larger surgery for the village and a contribution to increase the size of the 2 schools, and 2 Travellers pitches. So fewer houses than in the original plan, but still a large increase in Ottershaw housing.
- Runnymede BC have stuck with their assertion that 40 houses should be built on the Brox End Nursery site despite strong opposition from residents that this site should have a development of no more than 14 dwellings
- The sites that other developers wanted in Ottershaw at Upper Ottershaw and Great Grove Farm have been rejected by Runnymede BC. However, the developers will almost certainly continue to propose to the Inspector that these additional sites are taken out of the Green Belt and developed and the developer of Ottershaw East is also certain to continue to propose the original higher number of dwellings.
- An A320 Corridor Study has at last been undertaken. This includes the possibility of alterations to the A320/Brox Road junction and the A320/Otter roundabout, including possibly losing our main village car park. Also the suggestion of a “Park and Ride” north of Ottershaw to serve Woking, Heathrow and St Peter’s Hospital
- Planning applications have already been submitted for the development of the nearby St Peters Hospital site (nearly 500 dwellings) and Parklands site (200 dwellings off Bittams Lane).
So what do we think and what are your views.
- We remain of the view that taking land out of the Green Belt is the wrong approach to finding more land for housing. Once taken it is lost as Green land for ever.
- We see very few proposals concerning improvements to our village road infrastructure eg Village car parking, village traffic calming, speed limits on the A320, better surfacing on the A320 for nearby houses.
- Even though Runnymede BC has rejected the additional developments the Inspector could over-turn this decision and include some of these proposals.
- It is proposed that Travellers sites should be spread around the Borough, rather than in single larger sites. Do you agree with this approach?
